Turtlebot3 Waffle Pi setup problem

Dear ROBOTIS Team,

I have recently bought a new Turtlebot3 Waffle Pi robot and I had some problems setting it up.
First is the SBC setup problem: I've downloaded the ubuntu-18.04.3-preinstalled-server-arm64+raspi3.img.xz image on Turtlebot3's e-Manual link and flashed it into the micro SD card using balena etcher. But when I inserted the card into Raspberry Pi and switch the power on, the Pi didn't boot, there is no output on the monitor through HDMI cable, the LIDAR sensor started spinning when I turn the robot on, but then stopped for one second and start spinning again.
I've also tried various Ubuntu versions on the microSD card but all of them didn't work.
Second is the OpenCR, when I turn on the robot the OpenCR board have a running LED light pattern with the red LED light on USER3, when I press and hold the SW1 and SW2 button on the board, the DYNAMIXEL motor doesn't spin. Does that mean I have to do the OpenCR setup?

If you have failed booting the RPi after burning the Ubuntu image with etcher, you might want to try other software.

Raspberry Pi Imager is an official Raspberry Pi software that supports image recovery.

Please note that the monitor should be connected to Raspberry Pi BEFORE the Raspberry Pi is turned on.

OpenCR does not come with a basic firmware because ROS1 and ROS2 requires different OpenCR firmware.

You should select the ROS version and install correct OpenCR firmware thereof.

Please follow the OpenCR setup instruction from the eManual based on your selection of ROS version at the top of the Manual.
